In the body of this report I have given an indication of certain outstanding problems. The future calls for the most highly skilled constructive effort on the part of all concerned. It is necessary to adjust the War Establishment to suit the needs of this Department. The more distant future may call for the establishment of a permanent Econo- mic Department staffed by highly trained men with practical experience of shipping and trade.
